Fukura Island
Fukura Island is a fairly ordinary island connected to the mainland by a toll bridge (¥200 adult, ¥100 child). If you arrive at Matsushima having not booked a boat ride, you may have to wait an hour or two, in which case Fukura island is a nice place to spend some time walking in nature, admiring some great views of the outer bay.
The map below is where the entrance to the bridge is. The cafe inside (entrance looks like this) has a vending machine inside where you can purchase tickets. You can stop for a bite to eat or an ice cream.
